PROCEDURE FOR PROVIDING AND ACCRUING SUBSIDIES/BENEFITS TO THE POPULATION
Subsidies:
According to requests from the Labour and Employment Department (Subsidies Division), the accounting department provides certificates indicating the number of people charged for the utilities at this address, heated area, cost of services within the social standards, and outstanding debts. At the end of the reporting month, the subsidies division provides to the accounting department the amount of the subsidies accrued to the population on paper and electronic media.
The Resolution of the Cabinet of Ministers of Ukraine dated August 6, 2014 No. 409 (as amended by the Resolution of the Cabinet of Ministers No. 842 dated 28.10.2015).
By the Resolution of the Cabinet of Ministers of Ukraine dated April 26, 2017, No. 300 amendments were made to a number of resolutions, incl. the Regulation on the procedure for assignment and provision of subsidies to the population approved by the resolution of the Cabinet of Ministers of Ukraine dated 21.10.1995 No. 848 (as amended).
Benefits:
- The Resolution of the Cabinet of Ministers of Ukraine dated August 6, 2014 No. 409 (as amended by the Resolution of the Cabinet of Ministers No. 842 dated 28.10.2015).
- The Resolution of the Cabinet of Ministers of Ukraine dated 04.06.201, No. 389
- Benefits are granted in accordance with the Laws of Ukraine (within the set standards)
According to the Law of Ukraine “On Status of War Veterans, Guarantees of Their Social Protection”
the following benefits are provided:
- 100% discount to disabled war veterans (the 1, 2, 3 disability groups) and members of their families;
75% discount to participants of military operations and members of their families;
50% discount to veterans and members of their families;
50% discount to families of the deceased (killed in action) war veterans; persons subject to this law and members of their families.
According to the Law of Ukraine “On Rehabilitation of Victims of Political Repressions in Ukraine”. Rehabilitated citizens who became disabled because of repressions or are retired persons receive a 50% discount for payment for the utility and housing maintenance services within the consumption rates.
According to the Law of Ukraine “On Social Protection of Children Affected by War”: a 25% discount is provided to a benefit holder for payment for the utility and housing maintenance services (the benefit does not apply to family members).
According to the Law of Ukraine “On Status of Veterans of Military Service and Veterans of Internal Affairs Bodies and their Social Protection”: 50% discount: to veterans of military service; widows (widowers) of veterans of military service; veterans of internal affairs bodies; widows (widowers) of veterans of internal affairs bodies;
According to the Law of Ukraine “On Social and Legal Protection of Servicemen and Members of Their Family” 50% discount is provided to parents and members of families of servicemen deceased (killed in action) or gone missing during military service; wives (husbands) of servicemen who went missing.
According to the Law of Ukraine “On Status and Social Protection of Citizens Who Were Exposed to Radiation as a Result of the Chernobyl Disaster” 50% discount is provided to citizens who were exposed to radiation as a result of the Chernobyl Disaster of the 1st and 2nd categories; wives (husbands) and guardians (for the time of guardianship) of children of the deceased citizens whose deaths were related to the Chernobyl Disaster;
According to the Law of Ukraine “On Child Care”: benefits for payment for the utility and housing maintenance services within the consumption rates: 50% discount – to multiple children families.
DTEK LADYZHYNSKA TPP sends information on accrual of benefits to the population electronically to the Labour and Employment Department monthly, also at the request of the Labour and Employment Department provides information in hard copy (certificate of family composition, housing characteristics and amount of payment for the utility and housing maintenance services: Annex 3, attached).
List, cost and conditions for provision of additional services (if any):
Due to lack of capacity of the heat network coming out of the plant to the city, services for connection of new consumers of thermal energy are not provided. In case of release of heat load (provided that the customer refuses provision of heat supply services) technical specifications are issued for connection to the heat network at the cost of UAH 697.96 inclusive of VAT and connection to the heat network at the cost of UAH 572.72.
Dismantling, installation, maintenance, and periodic metrological calibration test of residential hot water meters are performed by “LADZHYTLOSERVIS” public utility company in accordance with the concluded bilateral agreement with DTEK LADYZHYNSKA TPP (Agreement No. 1109-ZE LaTPP dated 26.12.2016 with “Ladzhytloservis” public utility company for provision of services – Annex 5).
