PROCEDURE FOR PROVIDING SUBSIDIES AND BENEFITS TO THE POPULATION
Benefits:
Benefits for payment for the utility and housing maintenance services are provided by the state, if a consumer has the right for such benefits. The right for benefits is confirmed by the social protection bodies at the place of registration of the consumer by issuing the relevant certificate. After that, the consumer applies to the energy saving company (DTEK Prydniprovska TPP) with an application for registration of the benefits, additionally provides a certificate of family composition. Following that, charges for heating and hot water supply are calculated considering the benefit as a % discount. The amount of preferential charges is recorded in the form of the Ministry of Labour and Social Policy “2-Benefit” and submitted to the social protection body to reimburse the amount of the accrued benefits from the budget.
Subsidies:
Subsidies are the amount of state aid for payment for the utility and housing maintenance services as transfers to the account of the enterprise and reflection on the personal account of the consumer as payment. The subsidy is granted to consumers individually based on actual family income and actual expenses for payment for the utility and housing maintenance services according to the Resolution of the Cabinet of Ministers of Ukraine No. 848 dated 21.10.1995 (as amended and supplemented).

To obtain a subsidy for payment for the utility and housing maintenance services, consumers of PRYDNIPROVSKA TPP of PJSC “DTEK Dniproenergo” apply to the Office of Labour and Social Protection of the Samarsky District Council in Dnipro (office 105, 20 Rokiv Peremogy str. 51), where they draw up a standard application or send such application by mail. Amount of subsidy/benefit for each family is determined in accordance with the approved social housing and utilities standards by the Regulation No. 409 dated 06.08.2014.

Protection of thermal energy consumer rights and mechanism for exercise of these rights is regulated by the following legislative acts:

The fundamental rights of consumers of thermal energy and heating and centralised hot water supply services are as follows:
- selection of one or several thermal energy sources or heat supply organisations, if possible under the technical conditions;
- compensation according to the law for the losses incurred by violation of his/her rights as a result of performance of his/her duties;
- connection to the heat networks in accordance with regulatory and legal acts;
- reception of thermal energy with parameters under the agreements and standards;
- recalculation for the consumed thermal energy considering the advance payment made and readings of heat meters during a month after the end of the heating season;
- obtainment of services on time and of the appropriate quality in accordance with the legislation of Ukraine under the terms of the agreement;
- reception of information according to the procedure established by law on the list of services, their value, total amount of monthly payment, standards (rates) of consumption, mode of provision of services, their consumer properties;
- compensation for damages inflicted to his/her property or premises, harm caused to his/her life or health due to inappropriate provision of services or failure to provide services under the agreement;
- reduction of amount of payment in case of incomplete provision of services, deviation of their quantitative or qualitative indicators from the approved standards (rates) of consumption;
- elimination of identified and relevant deficiencies within the time limit set by the Cabinet of Ministers of Ukraine;
- non-payment of services for the period of temporary absence of the consumer and members of his/her family provided that the entity performing the works turns off and seals the shut-off valves of hot water in the consumer’s apartment;
- reduction of amount of payment for the services provided during the period of temporary absence of the consumer or members of his/her family based on a written application and an official document confirming the fact of his/her absence (certificate approved by the authorised body from the place of temporary residence of the consumer, work, treatment, study, military service, penal service);
- verification of quantitative and qualitative indicators of provision of services (water quality and pressure, hot water temperature, indoor temperature, etc.) in accordance with the procedure established by the Rules and regulatory acts of Ukraine. Costs related to verification of quantitative and qualitative indicators of provision of services for a specific period of service are reimbursed by the entity performing the works in case of justified consumer appeal, which shall be confirmed by the results of check of the nonconformity of the services provided. As for the groundlessness of such appeal – costs are reimbursed by the consumer.
- installation of residential water and heat meters and their registration by the entity performing the installation;
- periodical verification, maintenance and repair (including dismantling, transportation and installation) of metering devices by the procedure and within the time specified by the legislation. Costs related to verification, maintenance and repair of metering devices shall be borne by the entity performing the works;
- acquaintance with regulatory legal acts in regard to public utility services;
- making amendments by agreement with the operator affecting the amount of payment for the services in the cases and by the procedure specified in the current legislation of Ukraine;
- conclusion of an agreement with the entity performing the works for replacement or repair of defective plumbing fittings, devices, equipment and residential meters transferred to the balance of the entity performing the works in accordance with the established procedure (provided that the entity performing the works has approval documents).
