The main social partnership objective is improving the quality of life of people living in the areas of DTEK Energy’s activity by developing local communities. The reforms and the investment of the energy company affect the quality of life of most people, especially in regions with enterprises where thousands of them work.

The company systematically develops partnerships with communities to jointly achieve the common goal: sustainable development of districts, cities, settlements, and villages. Together with local authorities, businesses, experts in the development of territories and residents, DTEK Energy has developed strategies for the territories’ social and economic development to find comprehensive solutions for the most acute problems. Roadmaps were developed for the territories to let the local communities receive funding for project implementation both from businesses and government funds and from international donor organizations.

Since 2010, DTEK Energy has invested more than UAH 800 million in the social and economic growth of the areas of its operation.

DTEK Energy provides expertise and financing for projects that create new opportunities and develop the economic and social spheres of the territories where its enterprises are located.

It has been creating local development agencies since 2012. They create conditions for the launch of self-development mechanisms in cities and increase opportunities for the development of small and medium-sized businesses that create new jobs. There are already 11 agencies that cover all areas of the company’s enterprises.

Under the social partnership program, DTEK Energy supports projects that improve the comfort of people living in the cities of its operation.

15 utility networks (heat, water, and gas pipelines) were repaired, 15 parks and recreation areas landscaped, and 32 children’s playgrounds and sports grounds were created in 2016 with the company’s support. It also helped refurbish and procured equipment for six medical and rehabilitation centers, 131 educational, and six sports institutions.

In 2017, the company helped organize the first big soccer championship Let’s Play in Kurakhove and hold the Cooperation and Partnership Forum in Lviv. Energy-efficient Schools were deemed Ukraine’s best social project, while the residents of 42 areas of the company’s operation took part in the DIY Community project. Zelenodolsk and Dobropillia became the first cities in Ukraine to join the UN Global Compact. Sustainable development roadmaps were developed for communities in six territories.

In 2018, social partnership programs were developed in five key areas.

Energy efficiency in the utilities sector

Insulated pipes were repaired in Schastia, with 500 running meters of pipes replaced and heating provided to 12 apartment buildings housing 1.5 thousand people. Energy-efficient equipment was installed in the Yuzhnaya boiler plant which provides heating for 70 % of the residential area and social facilities in Pershotravensk. Street lighting was upgraded in the territories of the company’s presence.

Healthcare

A mobile ultrasound system for non-transportable patients was procured for the Vinnytsia Regional Oncological Dispensary. More than 16,000 children and 120,000 adult patients are treated, and more than 5,000 operations are conducted in the hospital every year.

Development of socially important infrastructure

The company finished equipping a soccer field in Dobropillya and completely remodeled the pool in the Sports Palace in Novodonetske.

Increasing local communities’ activity

The company held citywide social and cultural festivals CITYFest: Open Space. In Burshtyn, the Shining. Circle of the Heart festival was dedicated to the celebration of Mother’s Day. EnergyFEST: New Generation was organized in Zelenodolsk, with 10–12 thousand residents taking part every year. Ternotsvit with a focus on dance and art was held in Ternivka. A healthy lifestyle was promoted at the City Energy festival in Pershotravensk. The Pavlohrad Amulet festival was integrated into the City Day celebrations, where family traditions and values were presented.

Within the framework of its social partnership programs, DTEK provides financial assistance to the regions of its presence.

Development of the Business Environment

The list of preferences (benefits) for local contractors when purchasing products and services was approved to create competitive opportunities for small and medium-sized businesses. In 2018, preferences were introduced in 10 pilot areas of Donetsk, Ivano-Frankivsk, and Lviv regions. The preferences are granted if the local contractor provides jobs to local residents and it is a payer of taxes to the local budget.

Work in key areas was continued in 2019.

Energy efficiency in the utilities sector

Boilers and heating systems were repaired in the Children and Youth Creativity Center, music school, and territorial center in the Kamianka-Buzka District of the Lviv Region. 24 condominiums in Dobropillya were scanned with measures to reduce energy costs developed and the necessary investments and the expected savings effect calculated. Energy certification was conducted for buildings of four condominiums.

Healthcare

A mobile X-ray unit was procured for the Vinnytsia Regional Children's Clinical Hospital. An automatic coagulation analyzer was purchased for the Podolsk Regional Oncology Center. The Medical Assistant Center in the Kamianka-Buzka District was completely remodeled with an automatic biochemical analyzer and a set of reagents purchased.

Development of socially important infrastructure

An old pharmacy was reconstructed into an Administrative Service Center in Burshtyn. The building of the Rucheyok kindergarten was completely remodeled in Dobrotvir. A modern hangar was built for the Dobrotvir Children and Youth Sports School for 10 rowing boats and an art object – a gazebo in the form of a wrought iron ship – was remodeled on the bank of Western Bug. The roofing of the Palace of Culture in Dobropillya was repaired. The reconstruction of the Central garden square in Pryvovchanske has begun.

Increasing local community activity

The first International Wooden Sculpture Festival “Ladyzhyn Hay” was held in Ladyzhyn with the participation of sculptors from Ukraine, Lithuania, and Belarus. Their works were added to the local dendrological park. Children from 24 energy cities of Ukraine and Poland took part in the children and youth spartakiad United Country in Dobrotvir. Most participants were from Burshtyn, Enerhodar, Schastia, and Kurakhove. The traditional ENERGYFEST: New Generation was held in Zelenodolsk. Two environmental projects were implemented in Halytskyi District: a new cycling path and a rare birds observation point.

Development of the Business Environment

For the development of economically self-sufficient communities, the company supports small and medium-sized businesses to stimulate the creation of new jobs and attract investors to the regions.

In 2020, DTEK Energy started implementing a new long-term strategy based on the UN’s Sustainable Development Goals and follows ESG principles. With the new strategy, we are striving to meet society’s interests in a broader context. In the sustainable development sphere, the company works at reducing the environmental impact and at sustainable use of resources, improving industrial safety and health of personnel, ethical business practices and compliance with anti-corruption standards, and maintains an open dialog with society and employees. DTEK Energy uses this approach throughout the entire value chain and at all levels of business management as the company and its enterprises are guided by the ESG Strategy and the SCM Sustainable Development Policy.

Social partnership with local communities is an essential condition for the company, the foundation upon which trust is built. The company implements the Social Partnership Program to improve the quality of life through sustainable social and economic and cultural development of communities. The DTEK Group has integrated UN’s Sustainable Development Goals in the sphere of social partnership into its EGS strategy and is committed to making progress.

The company is reaching its sustainable development goals together with the territories where DTEK Energy’s enterprises are located through Social Partnership Program projects. These projects are developed together with the local authorities, experts, and society. This allows the company to involve and unite the population in solving acute and urgent sustainability issues, and the community to raise funds for the implementation of social projects – both from business and government funds and from international donor organizations.

Social partnership programs consist of interregional and local projects. Interregional projects are large investment projects implemented at the territorial level uniting several cities where the DTEK Energy enterprises operate. Such projects solve common problems for the entire territory. Local projects are aimed at bringing together the enterprise’s activity and the needs of the local communities. This approach enables to most accurately take into account the needs of each community and thus reduce social risks.
In 2020, DTEK Energy implemented 36 projects with investments totaling more than UAH 27 million.

Energy efficiency in the utilities sector

112 old windows were replaced with energy-saving ones in secondary schools in Lozivske, Petropavlivka, Dmytrivka, and Mykolaivka, and the walls of the kindergarten building were also heat insulated in the latter. 820 m of street lighting was upgraded in Staryi Dobrotvir (Kamianka-Buzka District).

Healthcare

Modular patient monitors and pulse oximeters to monitor and measure physiological parameters were purchased for the new intensive care unit at the Vinnytsia Regional Clinical Center for AIDS Prevention and Control.

Development of socially important infrastructure

Drinking water pump rooms were built in Bohuslav and Morozivske (Dnipropetrovsk Region): quality water was provided to more than a thousand residents. Six modern mine transport stops were installed and landscaped in Ternivka. The roofing of the emergency room and ambulance station was rebuilt and a new garage for two ambulances was equipped in Dobrotvir. The canteen and school library were completely remodeled in Svyatohorivka (Dobropillya District). A children’s outpatient clinic was remodeled with equipment purchased in Schastia.

The energy company’s investments can be efficient only with the active involvement of communities.
